Economic Zones

Economic Development Zone (EDZ)

The Economic Development Zone (EDZ) was created by the Elbert County Board of County Commissioners in 2018.  In the EDZ, landowners do not need to rezone if they want to change from Ag to commercial. There is still a process where property owners are required to submit site plans for approval.  The process is more streamlined requiring an administrative review and approval from the Board of County Commissioners. There is no review by the Planning Commission. If a property is not currently in the EDZ and it is along a major roadway, then the property owner can apply to be included in the EDZ. To learn more about the EDZ click on the following link and go to Article IX, Economic Development Zone Overlay, on page 129.

Enterprise Zone (EZ)

Click on the links below to learn more about the program and be sure to check out the interactive map that shows the delineation in Elbert County.  Most of Elbert County is in the EZ with the exception of a few spots west of Kiowa and parts of the Elizabeth area.  Elbert County is part of the East Central Enterprise Zone, which includes Cheyenne, Kit Carson, Lincoln, and Elbert Counties.  The East Central Council of Governments (ECCOG) is the Enterprise Zone administrator. Businesses, farms, ranches, etc. in the EZ are eligible for certain state income tax credits.  Most of the incentives pertain to businesses that are new or expanding.  The Investment Tax Credit is available to existing businesses. 

2023 numbers - 44 qualified tax credits claimed in the County totaling $108,429

Foreign Trade Zone (FTZ)

A company can defer, reduce, or eliminate Customs and Border Protection duties when utilizing the benefits of an FTZ.  Businesses in Elbert County that qualify may be added to FTZ #123 as a subzone.
